Yes, you can get a property visa on a mortgage in Dubai. Both Dubai Land Department (DLD) routes, the 2-year investor visa and the 10-year Golden Visa, accept mortgaged homes. The key extra document is a no-objection letter (NOC) from your bank confirming it allows a residence permit on the property and showing how much you have paid.
How the mortgage changes the application
With a cash purchase, the title deed is enough to prove ownership. With a mortgage, the bank holds a registered interest in the property, so DLD needs the bank’s agreement before linking a visa to it.
That agreement comes as a no-objection certificate (NOC), sometimes called a liability letter. For the Golden Visa, DLD’s service terms say it must:
- state that the bank does not object to issuing a residence permit on the property
- show the amount paid
- show the outstanding balance
Developer payment plans that continue after handover work in a similar way. Conveyancers report that DLD then asks for a statement of account and NOC from the developer instead of a bank.
Golden Visa on a mortgaged property: what is confirmed and what is not
Here is the part most guides skip. DLD’s own Golden Visa page contains two different statements.
| Source on the DLD page | What it says |
|---|---|
| Service description | For a mortgaged property, a bank letter showing AED 2 million paid is required |
| Service terms | Property may be mortgaged, with a bank NOC showing the paid amount and the balance |
Separately, regional press reported in 2026 that a federal policy circular removed the upfront payment requirement for the Golden Visa. Several brokerages now say a mortgaged AED 2 million home qualifies whatever the loan size.
Our position: do not buy on the assumption that a small deposit gets you a Golden Visa until DLD confirms your case in writing. The service terms support the lenient reading. The description still supports the strict one. Until the page is consistent, a written answer from the Cube centre or a registration trustee is the only safe basis for a purchase decision.
2-year visa on a mortgaged property
The current DLD Taskeen page sets the ownership test (no minimum for sole owners, AED 400,000 share for joint owners) but does not spell out mortgage conditions. The earlier version of the same page required 50% of the value, or AED 750,000, to be paid to the bank. That condition has disappeared from the page along with the old value threshold.
Reports on the April 2026 update say a mortgaged property needs a debt letter or NOC from the bank. That fits how DLD treats mortgages elsewhere. Even so, check whether any minimum paid amount still applies to your file.
Mortgage scenarios: what to confirm before buying
These are illustrative cases, not rulings. Each one shows the question you should put to DLD.
| Scenario | Route | Likely position | Confirm with DLD |
|---|---|---|---|
| AED 900k studio, sole owner, 80% loan | 2-year | Ownership test passed (no minimum) | Any minimum paid amount for mortgaged files |
| AED 2.1M flat, sole owner, 50% paid | Golden Visa | Value test passed | Whether DLD accepts the paid amount |
| AED 2.1M flat, sole owner, 20% paid | Golden Visa | Value test passed | Equity rule, given the conflicting DLD wording |
| AED 3M villa, co-owned 50/50, mortgaged | Golden Visa | Each share AED 1.5M | Share rule, see our joint ownership guide |
Questions to ask your bank before you apply
Banks issue these letters routinely, but the wording matters. Ask:
- Will the NOC explicitly mention a residence permit on the property?
- Will it show both the amount paid and the outstanding balance?
- Is there a fee, and how long does it take?
- Is the letter addressed to the Dubai Land Department?
- How long is it valid? An expired letter on visit day means another trip.
A common mistake is bringing a monthly mortgage statement instead of a proper NOC. A statement shows the balance, but it does not show the bank’s consent, and centres often turn it away.
Refinancing, top-ups and selling
Your visa stays linked to the property, so changes to the loan can matter:
- Refinancing to a new bank puts a new lender on the title. Expect to need a fresh NOC from the new bank at renewal.
- Equity release raises the balance. On a Golden Visa where equity was part of the assessment, check before you draw down.
- Selling usually ends the property visa unless you replace it with another qualifying property. Our property visa renewal guide covers that scenario.
Getting a property visa with a mortgage in Dubai: the safe sequence
Get mortgage pre-approval, confirm visa eligibility for the exact unit and loan size with DLD, then sign. Doing those in the reverse order is how buyers end up with a home that does not support the visa they planned around.

Frequently asked questions
Can I get a Golden Visa with a mortgage in Dubai?
Yes, DLD accepts mortgaged property for the Golden Visa if the purchase value is at least AED 2 million. You need a bank no-objection letter showing the amount paid and balance. Because DLD’s page carries conflicting wording on the paid amount, confirm the equity requirement for your case before buying.
What is a bank NOC for a Dubai property visa?
It is a letter from your mortgage lender saying it does not object to a residence permit being issued on the property. DLD expects it to show how much you have paid and the outstanding balance. A regular mortgage statement does not replace it, so request the NOC specifically.
Can I get the 2-year property visa on a mortgaged studio?
A sole owner faces no minimum property value on the 2-year route after the April 2026 update, so a mortgaged studio can qualify on value. Expect to provide a bank NOC or debt letter. Ask DLD whether any minimum paid amount applies to mortgaged files before you rely on it.
Does refinancing affect my property visa?
It can. A new lender means a new mortgage registration on the title deed, and DLD will likely want an NOC from that bank at your next renewal or family addition. Ask your new bank for the visa NOC as part of the refinance so it is ready when needed.
Can I use a developer payment plan for a property visa?
Post-handover payment plans can work in a similar way to a mortgage. Conveyancers report that DLD then asks for a statement of account and an NOC from the developer instead of a bank. Off-plan units before handover follow separate rules and are assessed case by case.
